Abstract

The paper defines Malta’s disaster risks parameter. Various data are given on Malta’s earthquake‐related hazards. By referring to mean damage ratios and death rates, earthquake losses are equated as a percentage of the gross domestic product, and the number of casualties and homeless estimated. Being a small island, the need for foreign help in the aftermath of a large disaster is analysed. Because of the present large number of vacant premises available, the amount of material foreign help required is minimized, as households could be evacuated to other regions of the Island. The above risks could further be minimized if Malta adopts strategic preparedness and mitigation management. Retrofitting of the present building stock is necessary, as is actively encouraging the purchase of disaster insurance, together with preparation of planning tools and strategic choices.

Abstract

With the view of obtaining reliable first‐hand information as to the nature and efficacy of the food laws in Great Britain, France, and Germany, Mr. ROBERT ALLEN, the Secretary of the Pure Food Commission of Kentucky, has recently visited London, Paris, and Berlin. He has now published a report, containing a number of facts and conclusions of very considerable interest and importance, which, we presume, will be laid before the great Congress of Food Experts to be held on the occasion of the forthcoming exposition at St. Louis. Mr. ALLEN severely criticises the British system, and calls particular attention to the evils attending our feeble legislation, and still more feeble administrative methods. The criticisms are severe, but they are just. Great Britain, says Mr. ALLEN, is par excellence the dumping‐ground for adulterated, sophisticated, and impoverished foods of all kinds. France, Germany, and America, he observes, have added a superstructure to their Tariff walls in the shape of standards of purity for imported food‐products, while through Great Britain's open door are thrust the greater part of the bad goods which would be now rejected in the three countries above referred to. Whatever views may be held as to the imposition of Tariffs no sane person will deny the importance of instituting some kind of effective control over the quality of imported food products, and, while it may be admitted that an attempt—all too restricted in its nature—has been made in the Food Act of 1899 to deal with the matter, it certainly cannot be said that any really effective official control of the kind indicated is at present in existence in the British Isles. We agree with Mr. ALLEN'S statement that our food laws are inadequate and that, such as they are, those laws are poorly enforced, or not enforced at all. It is also true that there are no “standards” or “limits” in regard to the composition and quality of food products “except loose and low standards for butter and milk,” and we are compelled to admit that with the exception of the British Analytical Control there exists no organisation—either official or voluntary —which can be said to concern itself in a comprehensive and effective manner with the all‐important subject of the nature and quality of the food supply of the people. In the United States, and in some of those European countries which are entitled to call themselves civilised, the pure food question has been studied carefully and seriously in recent years—with the result that legislation and administrative machinery of far superior types to ours are rapidly being introduced. With us adulteration, sophistication, and the supply of inferior goods are still commonly regarded as matters to be treated in a sort of joking spirit, even by persons whose education and position are such as to make their adoption of so foolish an attitude most astonishing to those who have given even but slight attention to the subject. Lethargy, carelessness, and a species of feeble frivolity appear to be growing among us to such an extent as to threaten to become dangerous in a national sense. We should be thankful for outspoken criticism—if only for the bracing effect it ought to produce.

Abstract

The brief announcement that the Government had accepted that there should be regulations on open date marking of food, to come into effect in 1975, will come as no surprise. It is a timely reminder of what public pressure can achieve these days; how sustained advocacy and publicity by interested sectors of society—magistrates, local authorities, public health workers, consumer groups—can secure legislative changes which, in this case, run counter to trade opinions and the recommendation originally made by the Food Standards Committee that such a proposal was not practical and the existing law was an adequate protection. This was stated in the FSC Report on Food Labelling of 1964, although there was no indication of the evidence reviewed or that the subject had been considered very deeply; it was, after all, only a small fraction of the problem of food labelling control. It was also stated in this Report that in certain cases, date‐stamping of food could give to purchasers a false sense of security, “not justified by the conditions under which the food has been kept since manufacture”.

Abstract

The chapter analyzes François Perroux’s institutional and intellectual activities under the Vichy regime (1940–1944) mainly by drawing on archival insights from Perroux’s papers. The authors argue that Perroux used his strategic position as general secretary of the Carrel Foundation (created by Marshal Pétain) to reshape French economics along a twofold trend: unifying economics with other social sciences, on the one hand; and developing its most analytical aspects, on the other hand. Thus, Perroux seized the opportunity to push for the introduction and dissemination of foreign theoretical studies within French economics, quite counter-intuitively to the expected nationalistic fallback accompanying authoritarian rule. In the end, the Vichy regime proved a suitable vehicle for the advancement of Perroux’s ideas and career: he managed in fact to make the best of a highly uncertain situation in 1940 and especially in 1944, with the impending Liberation of France. The authors show that Perroux used different strategies to neutralize those aspects of his work associated to Vichy’s ideology.

There is a rapidly growing interest in organisation theory, rather than in organisation per se. There have been several groups of theoretical formulations in the field: the classic axioms of the “principles of management process” approach to organisational problems; the decision theorists with their allies in the mathematical school; and two or more rather heterogeneous groups of social behaviourists that centre respectively on Human Relations and on the industrial sociologists. In fact, it is doubtful whether human organisations are comprehensible in the whole in terms of the analytical apparatus that we have at our disposal. This suggests that no “general theory” of organisation is likely to prove adequate, but it docs not deny that partial models are of value for analysis and prediction. The most rewarding such theories appear to be those which, like those of Brown and Paterson, centre on the sociological concept of “role”.

Abstract

Recently there has been much discussion of the relevance to sociology of Wittgenstein's philosophy. In this discussion, reference has been made to Wittgenstein's remarks on classification. For instance, Dutton writes “After Wittgenstein, we might say that the category of acts which may be labelled criminal (or deviant) is the category: “any” acts”. (Ditton, 1979, p. 20). According to Hughes, “Wittgenstein uses the term “family resemblances” to make the point that states of affairs falling under a common term, such as ‘games’ show overlapping similarities and resemblances rather than universal, finitely specifiable common properties”. (1977, p. 72). However, the philosophical importance of Wittgenstein's remarks and their relevance to the concerns of the sociologist have not been fully explored. What precisely is Wittgenstein thought to be asserting and denying with his observations about games? After all, on the face of it, it hardly seems controversial or interesting to say that games resemble each other. It has been argued, most notably by Bambrough, that Wittgenstein's remarks are directed towards “the problem of universals”.

The leaders of almost every kind of institution — business, government, church, professional body, university, school, even the family — are learning that there must be more effective involvement by the members of the institution if it is to remain a cohesive unit. But in some cases, the attempts now being made to give people more involvement in the making of decisions that affect them may fail because they offer involvement without influence. The Task Force concept assumes that a good manager is innately a problem‐solver and that to restrict his involvement in the real problems which affect him is to deny him the fulfilment of a fundamental human need. This team approach has proved to be a practical way of meeting a real need by offering involvement with influence. In this way, the Task Force, particularly in the context of management by objectives, has proved instrumental in improving the effective use of that most scarce and poorly used resource — management talent.
